Turn off the power of water heater switch if you are using an electric water heater, and if possible turn off the power at the circuit breaker.
Stop the flow of water supply into water heater by turn off the cold water supply valve connected to the water heater, turn off the outgoing hot water supply from water heater if there is outgoing hot water valve installed.
Access the leak yourself or call a professional or licensed plumber to assess the situation and make the necessary repairs or replacements. Leaking water heater often requires professional attention to ensure the problem is properly resolved.
Call emergency services or relevant authority immediately if you consider the leak is substantial and safety is compromised.

Household use electric water heater is a high risk Controlled Goods as specified in Consumer Protection (Safety Requirements) Regulations in Singapore. Hence it is not recommended to install water heater by non-professional or yourself.
